Children’s Home Society & Family Services 2011 Public Policy Agenda

  • Child Welfare and Permanency--CHSFS supports policies that strengthen families and ensure safe, loving and permanent homes for all children and calls on decision-makers at the state and federal levels to:
    • Maintain commitments to programs that promote permanency and support vulnerable children.
    • Invest in early intervention programs to keep children safe in their homes.
    • Address the overrepresentation of children of color in the child welfare system.
  • Early Childhood Care and Education
    • CHSFS supports maintaining state and federal commitments to improve access to quality early childhood care and education for low- and middle-income families.
    • To better serve children and improve efficiency, CHSFS supports streamlining state early childhood programs through oversight by a single, accountable office.
       
  • Mental Health Services  
    • CHSFS supports maintaining state and federal commitments to promote access to quality mental health services to children and adults.
       
  • Pre- and Post-Adoption Support Services
    • CHSFS supports dedicated funding for pre- and post-adoption services for all adopted children experiencing mental health challenges.
       
  • International Adoption Issues
    • CHSFS is fully Hague accredited and supports standards that ensure intercountry adoptions are ethical, safe and in support of a child's best interest.  
    • CHSFS supports policies affirming a child's right to a permanent home and efforts to promote the wellbeing of orphaned and abandoned children throughout the world.
       
  • Ongoing Advocacy 
    • CHSFS supports the right of all children to permanency, opportunity and a loving family and will monitor and be prepared to act on all policies related to adoption and child welfare based on need and opportunity.
